Time, Speeds, Flows and Densities in Static Models of Road Traffic Congestion and Congestion Pricing

چکیده
This paper studies some of the properties and fundamentals of static models of road traffic congestion that have triggered much debate in the literature. The first part of the paper focuses in particular on the difficulties arising with the backward-bending cost curve in the context of ‘continuous congestion’. The relevance of the backward-bending segment of the cost curve for the static analysis of congestion is questioned by demonstrating that ‘equilibria’ on this segment produce upwards shifts of the cost curve itself, and can therefore not be of a stationary nature. Next, the implications for static models of ‘peak congestion’ are considered. In doing so, the paper addresses the implicit assumptions, particularly on the nature of scheduling costs, that are necessary to render static models of peak congestion internally consistent. The paper ends with a brief discussion of the implications for dynamic models of peak congestion. Erik Verhoef is affiliated as a research fellow to the Tinbergen Institute. Congestion Pricing: A Parking Queue Model
Drivers in urban neighborhoods who patrol streets, seeking inexpensive on-street parking create a significant fraction of measured traffic congestion. The pool of drivers patrolling at any time can be modeled as a queue, where ‘queue service’ is the act of parking in a recently vacated parking space and queue discipline is SIRO – Service In Random Order. We develop a queueing model of such driv...
متن کاملEvaluating the Willingness to Pay for Urban Congestion Priced Zones (Case Study of Tehran)
Congestion pricing is one of the major travel demand management policies to reduce traffic volumes in metropolitans. One of the main factors for effective implementation of this policy is to analyze users' response to different toll rates. In this paper, the willingness of users to pay for using their personal cars is evaluated. The stated preference method was applied for data gathering. Sever...
متن کاملLiterature Review of Traffic Assignment: Static and Dynamic
Rapid urban growth is resulting into increase in travel demand and private vehicle ownership in urban areas. In the present scenario the existing infrastructure has failed to match the demand that leads to traffic congestion, vehicular pollution and accidents. With traffic congestion augmentation on the road, delay of commuters has increased and reliability of road network has decreased. Four s...
متن کاملUrban Vehicle Congestion Pricing: A Review
Drivers in urban neighborhoods who cruise streets, seeking inexpensive on-street parking create a significant fraction of measured traffic congestion. The solution to this problem is to reduce the total traffic volume including cruising traffic by implementing a congestion pricing scheme: the imposition of a usage fee on a limited-capacity resource during times of high demand. We review the his...
متن کاملApplication of Particle Swarm Optimization and Genetic Algorithm Techniques to Solve Bi-level Congestion Pricing Problems
The solutions used to solve bi-level congestion pricing problems are usually based on heuristic network optimization methods which may not be able to find the best solution for these type of problems. The application of meta-heuristic methods can be seen as viable alternative solutions but so far, it has not received enough attention by researchers in this field. Therefore, the objective of thi...
